The Collapse Was Foreseeable
A useful way to understand Illinois’ immigration and enforcement policies over the last decade is through the metaphor of civil engineers constructing a massive high-rise on unstable soil.
At first, the foundation already has weaknesses. Engineers studying the ground know there are structural concerns, stress risks, and warning signs that could create instability later. But instead of reinforcing the foundation, leadership keeps approving additional floors, additional weight, and increasingly risky design decisions.

State enforcement guidelines limiting cooperation with federal authorities
Individually, each measure may appear manageable. But collectively, they place increasing strain on an already unstable foundation.
The core criticism embedded in the metaphor is not that any single beam caused collapse. It is that leadership knowingly continued building despite understanding the cumulative risks. Every new policy reduced layers of enforcement cooperation, narrowed accountability mechanisms, and weakened the structural safeguards intended to intercept dangerous individuals before tragedy occurs.
In engineering, this would be considered reckless.
If private developers knowingly built a public high-rise on compromised ground while ignoring repeated structural warnings, and the building later collapsed killing innocent people, society would not simply shrug and call it unfortunate. There would be investigations, lawsuits, destroyed careers, and likely criminal liability. Victims would have recourse because foreseeable danger was ignored.
But government systems often operate differently.
Policies can accumulate risk for years while the officials responsible remain insulated from direct accountability when foreseeable failures occur.
That is where the metaphor connects to Katie Abraham’s death.
The argument is not that one law alone caused the tragedy. It is that a cascading chain of weakened safeguards, reduced enforcement cooperation, insufficient intervention mechanisms, and policy choices created conditions where someone with a deeply troubling background and serious warning signs remained in society long enough to violently take an innocent life.
The structure did not fail all at once.
It weakened floor by floor.
And eventually someone was standing beneath it when it collapsed.
The metaphor also extends beyond immigration policy into broader failures surrounding DUI laws and sentencing nationwide. Across Illinois and much of the country, repeat impaired driving offenses and high-risk behavior are often treated far too leniently until irreversible tragedy occurs. The deterrence mechanisms are weak, sentencing is inconsistent, and interventions frequently come only after innocent people are already dead.
That creates another form of structural instability:
a system that repeatedly tolerates known danger until catastrophic failure finally forces public attention.
And when leadership knowingly accepts escalating risk over time, foreseeable tragedies begin to look less like isolated accidents and more like the inevitable consequence of a dangerously weakened structure.
